This may be a daft question but how did you know that there should have been a RCE?
Ther will be a notation in the left margin of the birth, marriage or death entry indicating this.
I've got a gggran who drowned in the River Leven, but no RCE attached to the death cert even although all other rellies that died in accidents have RCE's. I'm presuming it was an accident, it only says 'found drowned' on the cert.
An RCE would only be added if some correction needed to be made to the entry. e.g. if the cause of death was found to be something different, or even the same cause, but needed to be worded differently to what was already recorded, or if the name had been recorded incorrectly etc.

If she committed suicide would that be mentioned on the death cert, do you know?
Is it was known that the cause of death was suicide, that would be mentioned on the death entry. (I've seen a few that do mention suicide)
