Yes, there are emigrant records, but it is mostly about people who went to America.
If you open one of the previous links I sent, go to 'Database selector' and enter 'emigrant' in the search field - hit 'search' - you will see a list of databases.

The family I am looking for is called Simonsen and their last residence was Risør on the passenger list when they arrived in the U.S.. Which one of the ports in the list would you think they would have left from if they lived in Risør? I think it is also a port, but don't see it in the list. One of the problems is that many of the immigrants seem to have changed their names. For example, in the 1900 census there is a family of Charles Simonsen, and his wife Rachel, their children Frank and Bella. On the passenger list I think I have the correct people, but Rachel is Rakel, Frank is Knut and Bella is Bergiot. Charles came on another boat and I haven't yet found him. The other three are going to join a relative called Mikal Simonsen. Could this possibly be Charles? Another possibility is an Albert Simonsen, who appears at the correct address in 1900. Could Albert be Mikal? Unfortunately, the relationship is not given.
I'm hoping that they had to fill out lots of forms to get permission to leave and that this would give more information on the family.
