Thanks for all your replies and suggestions. I thought of "while in" but did not get "state of" which now makes sense.

I've sent of a from to Sctotlandspeople so we'll see what happens then.

I'll also follow up on the papers to see if there is anything in the archives.

The good folk at Scotlandspeople have sent me a copy of the certificate and the it;s now clear. The wording is:
while in state of intoxicatn (the n as a superscript)

So congratulations to Nelmit - even if he didn'y mean it!
