You’ll need the Quarter, District, Volume and Page numbers for the birth. These are obtainable from FreeBMD. When you’ve found the birth you’re looking for click on the Spectacles icon and check that the transcribed numbers match the actual image.

WHARTON Mary – Dist. East Ward, Vol. 25, Page 4__
The under-stroke means the page number is unreadable, to me the whole page looks like chicken feed, maybe a library microfiche would be more readable. Failing that you might have to apply with just what info was readable and maybe include a note to that effect.
Someone else may have some better ideas about that. Make sure you double-check the details I’ve typed above.

Sometimes the scans on FreeBDM are really bad - so I had a look at the ancestry ones - but they are no better for this one - if I had to guess I would say the page is 455 - but I wouldn't be sure enough to use that on an order - so sadly you may have to pay extra if you order through GRO
You could find the appropriate local registry office - I think they will find the record without an extra fee
According to Genuki, East Ward was succeeded by Westmoreland North
registers are in the PENRITH district
