Hi Jean,
The comment in the margin is "One" referring to clerical error correction, marked "(1)" on the certificate. The registrar has initialled his remark with "DS". This correction must have been noticed before the certificate was issued, hence a correction being allowed on the certificate, without having to use an RCE.
It looks like he was about to mark the father as "Deceased" - see the way deceased is written in the entry below.
