I would be writing first, then phoning, it gives them time to digest and prepare themselves for you to get in contact.
I have had brilliant success with both methods. It was a scary time with a letter as my cousin was away having a knee replaced, when he emailed it was such a thrill. Another cousin that I had found out about I rang, and it was a great reception. We are meeting up next month. It was a shock for them both, they are cousins too, as neither knew about each other or about us, (dad was adopted). But the welcome into the family has been tremendous.
I would go for it, nothing ventured nothing gained.
