looking at the passenger lists where i found my Mum going to Canada
it says her fare was paid by self /Gov,
it says Canadian Goverment Return

No expert but it sounds like it was an assisted passage - whereby the government of the country they're going to (Oz, NZ have had similar schemes over the years) assist them with their fare.

(What did your mother do? It probably had something to do with her job. I know down under they were always looking for nurses, labourers, farmers and such like, so advertised here in newspapers offering to pay toward their fare if they came) .

mmm , not sure what she went over as , says Domestic , but i know one job was a Nanny , and she did work as a Cook in big houses ,
not sure what else , certain she said something about working for someone till she paid her fare back

All of those jobs might apply. Someone had to cook for, clean up after and mind the kids of all those rich folks in those big houses.

And of course, they'd only have paid for/assist with a one way ticket - so it stands to reason she would've had to save for her own fare back.

It might be worthwile scanning the local newspapers for the time for advertisements for those sorts of "opportunities".

The local library is probably your best shot, can't imagine you'd find them online for that period.

PS Just did a little google for assisted immigration to Canada 1928 came up with these
